Message of April 30 was read, stating the Governor signed the                  
following bill and transmitted the engrossed and enrolled copies to            
the Lieutenant Governor's Office for permanent filing:                         
                                                                               
SPONSOR SUBSTITUTE FOR SENATE BILL NO. 47                                     
"An Act relating to equipment, registration, and                              
identification of custom collector vehicles; and
